President Kagame Appoints Jean-Guy Afrika as New CEO of Rwanda Development Board

President Paul Kagame has appointed Jean-Guy Afrika as the new Chief Executive Officer of the Rwanda Development Board (RDB).

The announcement was made on the morning of Monday, January 13, 2025. This decision was made in accordance with Article 112 of Rwanda's Constitution, granting the President authority over such appointments.

Jean-Guy Afrika brings a wealth of experience to this role. In 2022, he served as the Acting Director of the Regional Integration Coordination Office at the African Development Bank. 

His expertise spans public policy, regional integration, infrastructure finance, and project development. Afrika holds a Master’s degree in International Commerce and Policy from George Mason University.

Afrika takes over from Francis Gatare, who was appointed as a Special Advisor to the Presidency on December 20, 2024. 

Gatare had led RDB in driving Rwanda’s economic growth and fostering private sector development. Now, Afrika is expected to continue and expand upon these efforts to further boost Rwanda’s economic progress.

The Rwanda Development Board, established under Law No. 46/2013, is tasked with accelerating Rwanda's economic development. It plays a key role in implementing policies that support private sector growth, promoting both local and foreign investments, and driving initiatives to enhance Rwanda's business environment.

Additionally, RDB focuses on advancing Rwanda's tourism sector and expanding exports of value-added goods and services to regional and international markets. With Afrika at the helm, the institution is poised to strengthen its impact on Rwanda’s economic transformation.
