Former Anglican Bishop Samuel Mugisha Arrested

The Rwanda Investigation Bureau (RIB) has detained Bishop Samuel Mugiraneza Mugisha, the former head of the Shyira Diocese of the Anglican Church in Rwanda. According to a statement released on January 21, 2025, the bishop is under investigation for alleged embezzlement and misuse of diocesan funds for personal gain during his tenure.

RIB confirmed that Bishop Mugisha is currently held at its Remera station while investigations continue. The allegations date back to early 2024 when concerns arose over governance and financial management within the Shyira Diocese.

In November 2024, the Anglican Church of Rwanda (EAR) temporarily suspended Bishop Mugisha to allow a thorough audit of the reported issues. 

These included claims of awarding lucrative contracts to his family businesses, such as sand supply for diocesan construction projects and egg supply to Anglican schools, allegedly benefiting his wife’s farm.

The situation escalated with claims from dismissed pastors who accused the bishop of retaliating against those who challenged his leadership. They detailed incidents such as diocesan vehicles being used for his personal agricultural projects while church resources remained underutilized.

In response, the Anglican Church collaborated with Rwanda Governance Board (RGB) to investigate the claims. Bishop Mugisha’s suspension followed recommendations from RGB for swift action to address governance concerns within the diocese.

Bishop Mugisha, who was appointed in 2017 after 16 years of pastoral service, now faces legal scrutiny as the Anglican Church seeks to restore stability in the Shyira Diocese. Further updates on his case will depend on the findings of the ongoing investigation.
